Request for Vendor Technical Qualifications - EV Fast Charge Stations

NH VW ENVIRONMENTAL MITIGATION TRUST REQUEST FOR PROPOSALS
ELECTRIC VEHICLE DCFC INFRASTRUCTURE
CLAREMONT, NEW HAMPSHIRE

The City of Claremont, NH, requests qualifications from vendors and other private parties to work with the City to respond to the VW Environmental Mitigation Trust Direct Current Fast Charging Infrastructure Request for Proposals (RFP # NH-VW-2021-01) [https://das.nh.gov/purchasing/docs/bids/RFP%20DES%202022-06.pdf].

Following are expectations of the City:
•    The City will team with qualified respondents in identifying and preparing development proposal(s) for at least one electric vehicle charging site(s) in the City in accordance with the referenced Request for Proposals (RFP).
•    Respondents will have the technical expertise, experience, and resources to meet the minimum requirements of the RFP.
•    The City is willing to provide support in preparing the response to the RFP.
•    The City will not pay any fees required in preparing the proposal, including time and/or materials, consistent with the stipulations of the RFP. Any project costs incurred prior to receipt of a written Notice to Proceed from the State will not be eligible for reimbursement from the City.
•    Respondents will be the Proposal Applicants.
•    If a proposal is granted funds, the City will:
o    Enter into an agreement with the Respondent for construction, operation and maintenance of the charging station
o    Negotiate land use agreements with the Respondent
•    Regardless the outcome of the RFP response, the City may choose to engage with one or more Respondent to develop EV charging sites under an agreement unrelated to the reference RFP.
•    The City submitted Schedule A, “DC Fast Charger Utility Application,” for three (3) candidate sites to Eversource for initial evaluation. Attachment A includes copies of the forms.
