RFP: Washington Street Signals Optimization Project

BID REQUIREMENTS, FORMS & CONDITIONS OF CONTRACT
 
INVITATION TO BID
 
The City of Claremont invites sealed bids for the City of Claremont, New Hampshire, “Washington Street Signals Optimization Project", in accordance with the Contract Documents prepared by BETA Group Inc, Consulting Engineers.
 
Bids will be received at the 58 Opera House Square, Claremont NH 03743, until 1:00 pm local time on June 14th, 2023, at which time and place, said Bids will be publicly opened and read aloud.
 
Bids submitted after this time will not be accepted. Electronic bid submittal is not an option.
 
The location, general characteristics, and principal details of the Work are indicated in a set of drawings, entitled "Washington Street Signals Optimization Project”.
 
The work to be done under this contract consists of furnishing all necessary labor, materials and equipment required for installing, upgrading, and implementing traffic signal technology, infrastructure, communication upgrades and provide central control. Locations include:
 
1 - Broad St at Water St & Wall St 2 - Broad St/Wash St at North St
3 - Washington St at Winter St 4 - Washington St at Bowen St
5 - Washington St at Claremont Plaza 6 - Washington St at Hannaford’s
7 - Washington St at Claremont Marketplace
8 - Washington St at Hobby Lobby/Petrin Heights Rd
9 - Washington St at Runnings
10 - Washington St at Home Depot
 
The work also includes new traffic signal controllers, communication equipment, (including Ethernet switch and wireless broadband radios) video detection via single camera on all approaches, updated traffic signal timing plans, (including static plans based on traffic volume data) and traffic responsive plan based on real-time input. Application of peer-to-peer commands to enhance communication and operation along the corridor, maintenance of traffic, flaggers or uniformed police detail, erosion controls and other incidental items included in the contract documents.
 
In addition to the improvements recommended above at each location, a central operating command center with computer is proposed at the Central Fire Station. This command center will provide remote traffic operational management and monitoring software with maintenance alert feature. Live monitoring of traffic through video detection camera feed will be provided at the central command center.
 
No pre-bid meeting will be held.
 
Bid Security: Certified, treasurer's or cashier's check or bid bond in the sum of five (5) percent of the Total Bid is required.
 
The Project has an expected duration of 134 consecutive calendar days from notice to proceed to full completion.

Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. The Engineer is not responsible for delivery of any mailed or delivered documents or delivery of said documents within the prescribed time set for the receipt of bids.

No Bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof.
 
The successful Bidder must furnish 100 percent Performance and Labor & Materials Bonds.
 
The Owner and Engineer, being considered the sole and only judge, reserves the right to waive any informalities in, or to reject, any or all bids, should the Owner deem it to be in the Owner's best interest to do so.
