Human Resources Director
Position Summary:
The Human Resources Director plans, organizes and directs the operations and activities of the Human Resources Department, performing highly responsible, confidential work of an administrative nature, on behalf of the City Manager. The City employs approximately 125 full-time, and as many as 80 part-time employees. This person will plan and direct all human resources issues for all City employees under (5) union groups, as well as the Merit Plan, which covers the non-union employees.
Essential Job Functions:
¨ Works under the broad supervision of the City Manager, who establishes long-range goals and objectives. Works independently on day-to-day activities.
¨ Oversees the implementation of the City's human resources functions, including employee acquisition; retention strategies; labor relations and labor negotiations; professional and organizational development; and training initiatives to meet the objectives and plans of the long-term needs/goals of the City.
¨ Provides ongoing analysis and communication of current workforce needs via an operational dashboard and reports. Supports a culture and framework of timely and accurate response and continuous improvement.
¨ Controls and monitors the City’s internal and external human resources processes and, with the City Treasurer, the payroll activities and outcomes to ensure compliance with the city, state, and national regulatory requirements and enable appropriate financial reporting used in administrative planning.
¨ Oversees workplace safety, worker’s compensation program, joint loss management program, and employee benefits, including negotiating employee health care plan options.
¨ Assists the City Manager in preparing personnel budgets, reclassification requests, identifying training areas and developing solutions, and promoting critical organizational development initiatives to address and understand strategic business and support needs.
¨ Coordinates information and provides consultation to the City Manager to facilitate the investigation of employee complaints and disciplinary actions, in compliance with labor contracts and the State of New Hampshire administrative rules and policies.
¨ Oversees ADA and EEO organization, planning and implementation City-wide. Oversees all aspects of personnel administration within City departments, including hiring, termination, grievance procedures, and coordinating employee training.
Desired Qualifications
Bachelor’s degree from an accredited institute of higher education with a major study preferably in human resources management, personnel management, labor relations, or employment law, plus (5) years of experience in human resource management, personnel management, industrial relations, labor relations, or employment law, one year of which must have been involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management, or related management experience; OR any equivalent combination of education, training and experience which provides the knowledge, skills and abilities required for the job.
